Scan and Archive Boundary Annexation Survey Maps

The U.S. Census Bureau contracted with IDEAL to develop a system to digitally archive thousands of paper maps and other documentation in order to eliminate paper. The system needed to support image retrieval and display via a standard PC; images needed to be available to the staff in Jeffersonville, Indiana; Suitland, Maryland; and the other Census Bureau Regional Offices, located in twelve different states. The system needed to support printing/plotting to multiple devices in multiple locations. Additionally, the digital images needed to be used as tools in updating the features and boundaries contained in the U.S. Census Bureau computerized mapping database.

The project required: (1) build and maintain an active database of document links and attribute information, such as Map Name, Map Type, State, County, Creation Date, Base Year; (2) import information from an existing database; (3) web-enable the database as a search engine to display the links with tabular results of attribute information (4) enable viewing via a standard web-browser; (5) enable a shopping cart feature for batch printing to local network printers; (6) automate and consolidate processes that the U.S. Census Bureau already had in place; (7) maintain workflow during the conversion process.

Contract Work, Scope, and Deliverables

IDEAL implemented an automatic scanning and indexing system using IDEAL/Contex 8010 color scanners and IDEAL's automatic indexing solution. IDEAL delivered the web interface with standard browser viewing and shopping cart print feature in a COTS product called IntraNETIX. Security was addresed through the operating system and IntraNETIX group restricition policies. IDEAL customized the configuration to comply with the U.S. Census bureau attribute information and web site appearance. IDEAL installed the system, provided technical support and trained the U.S. Census Bureau personnel.
