The Illinois Department of Public Aid, Bureau of Fiscal Operations, Drug Rebate Department needed to develop a Document Imaging, Conversion, and Management System prototype that would allow them to move from a paper to an electronic environment. The system would have to give them the capabilities to scan the documents, capture required data via optical character recognition (OCR). The captured data would have to be linked into a Microsoft Access Database. After the data is captured from the documents, then the images would require the ability to be searched, retrieved, updated, and replaced as needed.
Contract Work, Scope, and Deliverables
The task of designing, developing, and implementing the document imaging, data capture, and workflow system was accomplished using IDEAL's COTS product called ScanDex. IDEAL used ScanDex Pro for the document imaging, indexing, data capturing, and archiving part of the system. Six imaging temples were created for the OCR portion that would allow for the capturing of data. Once the required data was captured and stored in an Access Database, a document indexing and archiving system was set that would allow them to store the documents in an electronic format for future retrieval. ScanDex Client was used to set up for desktop retrieving and management of the documents. After Ciber completed implementing the document imaging system we then trained sixteen of Public Aid staff members on how to run the scanner, import electronic files into the scanning system, create indexes, both manually and via OCR, retrieve images, and capture data via OCR.
